This contribution answers the 3 questions presented by the UNFCCC Supervisory Body: 1) the challenges for the involvement of local communities and indigenous people in the A6.4 mechanism, and we detail our approaches based on “demand side emissions reductions” and “reverse cycle emissions removals” (cooperative approaches for carbon-recycling). 2) the mode of communications, where we describe the protagonist role of the local communities as the project owners and principial interest parties in any A6.4 activity project, and 3) the long-term participation of the local communities for the entire Paris time framework, from now in 2023 up to the carbon-neutrality in the middle of the century.

This contribution contains our views on the necessary information to be controlled by the UNFCCC in its role as the “Central Bank” for the “National Determined Contributions – NDCs” deposited by the member countries, and of “Internationally Transferred Mitigation Outcomes – ITMOs”, the carbon credits exchanged by the countries using the A6.4 and A6.2 mechanisms.
In this contribution we describe our proposals on how to account for the removals of CO2 at the NDCs and ITMOs transfers accountings, giving the fact that the removals are twofold connected to time: (i) vintage year of the CO2 removal and (ii) reversal emissions year when the CO2 is reemitted back to the atmosphere.

In this contribution we share suggestions to the general framework for the A6.4 Methodologies, for NDCs and ITMOs exchange accounting, using the rules of the Glasgow Accords, and specific suggestions for the removals methodologies (which were not eligible under the Kyoto framework). We also disclose the E-book of the Carbon-Recycling, available in our webpage, describing the cooperative approach for the Paris Agreement A6.4 and A6.2 mechanisms.
In this document we included our comments and suggestions to the “Information Note”, the document on Removal activities under the Article 6.4 mechanism (Version 01.0) which was under discussion by the A6.4 Supervisory Body.
